Concession Opportunities

Instructions on how to tender for a Concession

1) Prospective operators of one or more of the offered concessions are advised to study carefully the draft licence agreement for the concession(s) they are interested in. This sets out the terms under which the concession is offered but does not form part of the tender documentation.

2) Each applicant must complete and submit one copy of “Application Form 3/7 years Concession” shown in green at the bottom of this page.

3) If you are bidding for the Trial Concessions at:
• St Annes Splashpark
• North Beach Car Park
• Shellfish Cart at St Annes Promenade
• Charlie’s Mast

You should note that these are for 1 year and will be reviewed in early 2020. If these trials are deemed successful, you will be asked to submit your bid for a new 2 year licence to commence in April 2020.

4) If you are submitting bids for both 3 and 7 year licences you must complete a separate Form of Offer for each concession (this means that you would submit 2 forms for each concession). Where you are making multiple bids for concessions you must complete forms for each concession and if relevant, for each licence period bid for.

5) You must provide a photographic image of the vehicle or equipment to be placed at the concession location.

6) You must provide details of Public Liability Insurance to £5.0m, a detailed and specific Risk Assessment for the Concession being bid for.

7 You must provide details of Food Hygiene compliance to a minimum rating of 3

Evaluation criteria for all Concessions

Bids will be evaluated on the following basis:

• Price – 60%
• Risk Assessment – 5%
• Public Liability Insurance evidence – 5%
• Food Hygiene Evidence (minimum rating 3) – 5%
• Landlord or similar and Bank Reference – up to 10%
• Details of specific experience – up to 10%
• Provision of at least one image of the proposed concession vehicle and / or equipment – 5%

Fees

Please note we now charge a fee to arrange a licence. Please find the documentation here.

For licences (per transaction) up to 1 year e.g. the trial concessions - the fee is £350
For all licences (per transaction) over 1 year the fee is £500.
Please note that VAT is exempt.

Application Forms

YOU MUST COMPLETE AND SUBMIT ALL FORMS BEFORE NOON ON 28 JANUARY 2019.
