Consultation on Council's Gambling Licensing Policy
The Borough Council is committed to consulting with the community on a wide range of issues. This consultation is about our revised policy in respect of gambling licensing within the borough
Under the terms of the Gambling Act 2005 the Council’s Statement of Gambling Policy has to be reviewed every three years. Fylde Borough Council is, accordingly, currently in the process of reviewing the policy and has produced a draft Gambling Policy for the period 2019 to 2022. This is an important document as it provides information on how the Council will carryout its duties under the Act and lays out the criteria it will follow when determining applications.
Who is consulting?
Fylde Borough Council – Licensing Section
Who are we consulting?
All those involved directly with the gambling industry as well interested parties including, local partnership groups, residents’ associations. Although the draft document is aimed mainly at the industry, include those that operate arcades, casinos as well as pubs and clubs, the Council would welcome views from members of the public, particularly those that regularly participate in gambling or are affected by it, interested parties and regulatory agencies
We are also inviting web users to take part in the consultation.
Why are we consulting?
The views of all concerned are important to the Council in reaching a fair and proportionate policy in respect of gambling within the Borough. We want, therefore, to give the industry and other interested parties, including those that use or have strong views about these activities the opportunity to be involved in the formulation of appropriate policies.
The existing Policy has been kept under review since coming into force and no revision has been deemed necessary to the existing policy apart from references which have become outdated and information regarding Local Area Risk Assessments.
When is the consultation taking place?
From 3rd December 2018 until 12th January 2019.
We, therefore, need to receive any views by 12th January 2019.
How do I Respond to the Consultation?
A response form is available to assist respondents. Please feel free to download the form, complete it and send it to us. Alternatively, you may wish to comment in detail on the draft policy, which is equally welcome. In this case, it will help us considerably if you refer to the draft policy by paragraph number when responding.
It will also be of assistance if you could include in your response your name, address and contact telephone number. If you are responding on behalf of an organisation, it would also be useful if you could give the name of the organisation and a brief description of who the organisation represents. We are, however equally willing to receive anonymous submissions.

What will happen next?
At the end of the consultation period, all of the responses will be collated and included in a Summary of Responses paper that the Council intends to publish on this website and make freely available. A decision on the policies which it is proposing to adopt will then considered by the full Council in February 2019.
What about Confidentiality?
We will presume that you are content with your views being published in our Summary of Responses paper unless you indicate otherwise. If you intend to include information of a commercially confidential nature in your response, please make sure that you make this clear to us. The Freedom of Information Act 2000 requires public authorities to disclose information they hold if this is requested. This includes information contained in responses to consultations. If you ask for your response to be kept confidential this will only be possible if it is consistent with the Council’s obligations under the Freedom of Information Act.
