By law, there must be an annual meeting of the council, which is held in May. The council also has scheduled ordinary meetings and can hold extraordinary meetings. Meeting’s of the council are often referred to as "full council". The mayor chairs the meetings and all members of the council can attend them.
Although the Cabinet takes most of the day-to-day decisions in the running of the authority, the meetings of the Council remain the ultimate policy making body for Fylde Borough Council. Only the full council can perform the following functions:
- Adopting and changing the Constitution;
- Approving or adopting the policy framework, the budget and any application to the Secretary of State in respect of any housing land transfer;
- Appointing and removing the Executive Leader;
- Establishing Committees of the Council, agreeing and amending their terms of reference and their composition and making appointments to or removing members from them;
- Adopting, amending or revoking a Members’ Allowances Scheme;
- Changing the name of the Borough or conferring the title of Honorary Alderman or the freedom of the Borough;
- Confirming the appointment of the head of the Council’s paid service;
- Making, amending, revoking, re-enacting or adopting bylaws and promoting or opposing the making of local legislation or personal Bills.
QUESTIONS FROM MEMBERS OF THE PUBLIC
Any resident of the council’s district may submit one written question to be asked at an ordinary meeting of the council. The question will be read out by an officer and answered by a member of the executive.
Questions will only be asked if:
- The written request for the question to be asked has been given to the Director of Governance and Partnerships before 4.30 p.m. on the fourth working day before the meeting
- The question will take no longer then two minutes to ask; and
- At the time the question is given to the Director of Governance and Partnerships, no more than four questions to be asked under this rule at the meeting concerned have previously been given to him

Or a written question handed in via the Customer Service Centres between the hours of 08:30 - 17:30 Monday to Thursday and 08:30 - 16:30 on Friday compying with the time.

If you submit a question to Council you will be notified on whether it is to be considered, and if not, why not.
