Standards Committee decisions

This page contains formal decision records about complaints made to the Standards Committee about the conduct of borough or parish councillors. It also contains links to investigation reports. Documents are posted on this page after the final decision on a complaint has been made.

Records of decisions not to investigate a complaint are not posted on this page, but can be inspected at the Town Hall, St Annes

There are two kinds of document on this page:

Investigation reports:
When the Assessment Sub-Committee of the Standards Committee decides to refer a complaint about a councillor for investigation, the Monitoring Officer writes or commissions a report. That report contains the investigator’s finding about whether the councillor has breached the Code of Conduct. But the investigator’s decision is not final. The report must then be considered by the Consideration and Hearing Sub-Committee.

Final decision records:
The Consideration and Hearing Sub-Committee must consider each investigation report. Where the investigation has resulted in a finding that there was no breach of the code of conduct, the sub-committee will normally agree with the investigator and the decision record is quite brief. Where the report has concluded that a councillor has breached the code of conduct, the sub-committee will hold a hearing and make the final decision about whether the councillor has breached the Code of Conduct. The sub-committee will also decide whether to apply a sanction for breach of the code. The decision record that sets this out is more detailed, even if the Sub-Committee disagreed with the investigator and decided that there was no breach.
