Details of the allowances (expenses) paid each year to elected members at Fylde.

The 51 councillors at Fylde do not get paid a salary, however, they are paid an allowance for their public duty.  The allowance is set by the council, who must take into account the recommendations of an Independent Panel.  

There are two types of allowance.  Firstly, the basic allowance that is paid to every councillor and secondly, special responsibility allowances that are paid to councillors who hold various positions in the political structure of the council e.g. committee chairmen, vice chairmen, and group leaders etc.

The current basic allowance at Fylde is £3,500 compared to the national average of £6,099.  The special responsibility allowances that are paid at Fylde are detailed below.  These amounts are well below the national average, for example, the national average allowance for a Cabinet member is £9,710 at Fylde the payment is £4,000.

SPECIAL RESPONSIBILITY ALLOWANCE
A special responsibility allowance will be paid in addition to any entitlement to basic allowance for those Members who have significant responsibilities. The Members receiving special responsibility allowance and the yearly allowances payable are as follows:

Leader of the Council - £6,000.00.
Members of the Executive Cabinet - £4,000.
Chairmen of the Policy Development Scrutiny Committee, the Community Focus Scrutiny Committee and the Development Management Committee - £3250.00.
Vice-Chairmen of the above Committees - 50% of Chairmen’s allowance -£1,625.00.
Chairmen of the Public Protection and Licensing Committees - £1,625.00.
Vice-Chairmen of the above Committees - 50% of Chairmen’s allowance -£812.50.
Chairman of the Standards Committee - £1,900.00
Vice–Chairman of the Standards Committee - £950.00
Chairman of the Audit Committee - £1,980
Vice-Chairman of the Audit Committee - £990
Member champions - £250.00
Leader of each political group - £32 per group member.

The only expenses that elected members are entitled to claim above their allowance is for travel and subsistance (food and drink) that is a direct result of elected members carrying out their duties.  Every claim made is checked by the Principal Democratic Services Officer and is subject to internal audit verification.  Many elected members at Fylde do not claim any additional expenses even if they have incurred expenditure while carrying out their duties and responsibilities.
