The council cannot make any change to the levels allowances payable to councillors without first considering the recommendations of its independent panel. The panel must consist of at least three persons. None of the panel members can be councillors of the authority.
The panel usually meets to consider its recommendations about allowances towards the end of each calendar year, so the council can consider its recommendations to take effect in the following municipal year.
