- The Council is trying to encourage responsible dog ownership by educational means. However, where a dog owner shows disregard for anti-fouling laws, a fixed penalty notice is likely to be issued. This requires a payment of £50.00 fine within 14 days. Failure to pay the penalty may result in prosecution and a fine of up to £1,000.
