Who decides how and what allowances are set?
The Local Authorities (Members' Allowances)(England) Regulation's 2003 set the legal framework for all local authority members’ allowances. Within those regulations, councils decide their own scheme of allowances locally.
At Fylde there is an independent panel that meets to determine the amount of allowance that elected members should receive. The panel is chaired by an external independent member of the local community and is supported and advised by the Monitoring Officer.
In setting the allowances the panel considers what expenses a councillor may need to undertake their duties and responsibilities e.g. mail, phone, email access etc. Fylde currently has one of the lowest allowances for elected members in the region.
