Housing Strategy

Developing a housing strategy for the Fylde Coast and Fylde Borough

The Fylde Coast Housing Strategy 2009 sets out housing priorities for the whole of Fylde, Blackpool and Wyre. The three local authorities have produced a joint housing strategy because there is a high level of integration in the local economy and housing market of the Fylde Coast. The single strategy will help us plan new housing and housing services according to how people actually live and work, unrestricted by local authority boundaries.

Housing Priorities

The Fylde Coast Housing Strategy sets out the following priorities for the Fylde Coast area:

Quantity - Providing appropriate numbers of the right kind of high quality new homes 

  • support the local economy and meet long term demand for housing as household numbers rise by increasing rates of new building
  • provide more of the affordable homes that are in the highest demand
  • maintain a sustainable community life in rural settlements by providing affordable housing for local residents and workers who would otherwise be priced out

 Quality - Raising the quality of the overall housing offer to support growth in the Fylde Coast economy

  • reduce in-migration of people with chaotic life styles by reducing the numbers of poor quality private rented homes in inner Blackpool
  • enhance the residential offer in inner Blackpool and Fleetwood, with a wider range of house types and increased owner occupation
  • reduce concentrations of deprivation on large social housing estates by improving the neighbourhood environments, re-developing unpopular housing stock, and diversifying tenures
  • raise the quality of the private rented sector
  • improve housing conditions for people who are vulnerable because they are older or on low incomes, tackle fuel poverty and reduce domestic carbon emissions

People - Helping people to access the accommodation and support that they need to lead stable and prosperous lives

  • provide new opportunities for people at risk of homelessness, and those without work, to make a positive contribution to the local community
  • meet the changing requirement of older people and those requiring long term care through the provision of the right mix of specialist accommodation, and adaptations.

         

Development of a Fylde Housing Action Plan

The Fylde action plan will set out the key actions that the Council and its partners will take to deliver a housing offer in Fylde that provides everyone with a great place to live and underpins a successful local economy. It will translate the priorities of the Fylde Coast Housing Strategy into actions that reflect local circumstances and the resources available in the Borough. It will also consider the effectiveness of current services in the area, and set out how the Council and partner organisations will be held accountable for delivering the actions and outcomes in the action plan.

The plan will detail what will be done with the resources available to Fylde BC. It will set out specific responsibilities, timescales, and governance arrangements for managing performance.

It is proposed that the development of the Fylde Housing Action Plan will be co-ordinated by a steering group of Fylde BC officers and members. Consultation with partners will take place through the Fylde Strategic Partnership via the Housing Theme Group
