Interim Housing Policy

The preparation of the Core Strategy and the subsequent Site Allocation Policies Development Plan Document as identified in the Local Development Scheme (LDS) will not be fully in place until 2012. There is thus a need for an interim policy to inform decisions on planning application's for housing. The Council has already adopted a ‘Small Sites Exception’ which will facilitate the granting of planning permissions on small previously developed sites in the larger settlements. However a more comprehensive policy approach to housing development is required pending the completion of the Core Strategy.
A first round of consultation on the scope of the Interim Housing policy was undertaken between 16th August and 14th September 2007 and taking into account the results of this, a second round of consultation on the policy options was undertaken between 10th January 2008 and 8th February 2008.
The amended report taking into account all responses received was Adopted by Council on 28/7/2008. The Interim Housing Policy and associated documents can be viewed via downloads to the right.
The need for an Interim Housing Policy stems mainly from the fact that a revised draft Regional Spatial Strategy for the North West (RSS) is now nearing completion and contains a much higher draft dwelling requirement for the borough (306 dwellings pa compared with 155 dwellings pa in the existing Joint Lancashire Structure Plan (JLSP)).
This means that the current restrictions on the grant of planning permission for housing will be lifted on the transference of weight from the JLSP to the RSS and Policy HL1 in the Fylde Borough Local Plan (As Altered ) (Oct 2005) will cease to have central relevance.
