Fylde Council is launching a children’s colouring competition to highlight the nuisance caused by barking dogs.

Prizes include free golf, tennis, rowing and sessions in motorboats. The picture to be coloured in can be obtained from the council’s Public Offices on Clifton Drive South, St. Annes; by ringing: 01253 658658 or by visiting the website: http://www.fylde.gov.uk/environment/environmental-protection/noise/noise-action-week/

The competition is part of the nationwide Noise Action Week which aims at raising the awareness of problems that are caused by noise and looking at ways of tackling these issues. Noise causes can be: neighbour noise, loud music, DIY, house/ car alarms, barking dogs, hard flooring, fireworks, etc. This year Fylde Council will be focusing in particular on the aspect of noise created by barking dogs as this appears to be a current issue within the borough.

• In 2009/10 there were 120 complaints surrounding barking dogs within the borough reported.
• So far this year from April 2010 there have been 10 complaints regarding barking dogs already.

There are many reasons why dogs bark for prolonged periods of time, it could be that it is bored, lonely, unhappy, ill, or defending its territory. Even so, after a while this can be incredibly annoying for surrounding neighbours.

As a responsible dog owner you should ensure that your dog is not causing a nuisance. If your faithful pooch is causing a nuisance and upsetting your neighbours, try to resolve the problem by speaking to your neighbour/s, as initially you may not be aware that your dog is creating a nuisance when you are away from your property. Fylde Borough Council has a duty to investigate complaints of noise nuisance and if it is found that the noise created by the barking dog constitutes a Statutory Nuisance a Noise Abatement Notice will be issued. Failure to comply may lead to a prosecution taking place against you. Following action taken by the Council in 2008 two residents of Fylde were ordered by Blackpool Magistrates Court to pay £670 each in fines and costs for allowing their dogs to cause a statutory noise nuisance. Animal related issues are high on the Anti Social Behaviour agenda at the moment and it must be remembered that barking dogs, cockerels, dog fouling, and strays all contribute to this. So please act responsibly as Fylde is committed to taking the appropriate measures to resolve issues effectively.
