Man fined in fly-tip case

Ian Long (39) of Boothley Road, Blackpool, was convicted at Blackpool Magistrates’ Court of failing to provide information to Fylde Council’s environmental protection officers in relation to a series of fly tipping incidents. He was fined £310 with £100 costs.
Officers had questioned Mr Long as part of an investigation into dumping of waste including soft furnishings, beds, mattresses and other items of furniture on two occasions in a quiet country lane in Staining.
Officers served Mr Long with a formal notice believing that he could provide crucial information that would identify the perpetrators of the offences. This information would enable the council to bring proceedings against those responsible, who could face fines of up to £50,000 and two years imprisonment if convicted.
Council officers routinely receive and investigate reports of fly tipping in the borough and can take legal action against both producers of waste and those who dump it illegally.
The law now places a duty on householders and businesses to take all reasonable steps to ensure that their waste is disposed of properly. Failure to do so could lead to a hefty fine.
Mike Walker, Fylde Council’s Head of Public Protection, encouraged householders and businesses alike to check that waste contractors they employ are properly licensed to carry out the work.
He said: “All genuine contractors will be able to demonstrate that they are registered to carry waste by providing their Waste Carrier Registration number, which can be checked with the Environment Agency. It would be advisable to be wary of those who are unable or unwilling to provide this information.”
Councillor Cheryl Little, Portfolio holder for Social Wellbeing, said: “Fylde Council is concerned about the scale of the problem in the borough and is determined to bring offenders to book. We would welcome the cooperation and assistance from the community to stamp out this type of anti-social behaviour”
